In addition, the Soviets promised to allow free elections in all parts of Eastern Europe liberated from Nazi occupation, including Czechoslovakia, Hungary, Romania and Bulgaria. In return, the United States and Britain agreed that the future governments of the Eastern European countries bordering the Soviet Union should be “friendly” with the Soviet regime to satisfy Stalin`s desire for a zone of influence that would provide a buffer against future conflicts in Europe. The final agreement provided that “the provisional government, which currently operates in Poland, should therefore be reorganized on a broader democratic basis with the participation of Polish democratic leaders and foreign Polish leaders.”  The Kanta language gave dominance to the pro-Soviet government of Lublin in a provisional, although reorganized, government.  4. That the text of the invitation to all nations participating in the United Nations Conference should read as follows: It is assumed that the agreement on Outer Mongolia and the above-mentioned ports and railways requires the consent of Generalissimo Chiang Kai-shek. The president will take steps to maintain this approval on the advice of Marshal Stalin. The Prime Minister of the Union of Soviet Socialist Republics, the Prime Minister of the United Kingdom and the President of the United States of America consulted each other in the common interest of the peoples of their countries and of liberated Europe. They jointly declare their mutual agreement to support, during the temporary period of instability in liberated Europe, the policies of their three governments by supporting the peoples liberated from the domination of Nazi Germany and the peoples of the former satellite states of the Axis Powers of Europe in the intermediate democratic solution of their urgent political and economic problems. With regard to Poland, the Kanta report goes on to state that the Provisional Government “should be obliged to hold free and unrestricted elections as soon as possible on the basis of universal suffrage and secret ballot”.  The agreement could not hide the importance of accommodating the short-term pro-Soviet control of the Lublin government and eliminating language calling for supervised elections.

The nations that will be invited to this conference should be: Churchill defended his actions in Kanta during a three-day parliamentary debate that began on February 27 and ended with a vote of confidence. During the debate, many MEPs criticised Churchill and expressed deep reservations about Kanta and their support for Poland, with 25 of them drafting an amendment to the agreement.
