In order to establish and improve working relationships between federal authorities and utilities, the Utility Program convenes stakeholder meetings to discuss best practices and knowledge gained, the state of the industry, and the latest approaches to low-cost energy management at federal sites. It also organises on-site, on-demand and live online training on the implementation of UESC (Utility Energy Services Contract) projects – a key form of partnership between the Agency and utilities – and provides specialised technical assistance in its implementation. The FeMP Utility Program helps authorities use their procurement budgets to meet energy and hydro efficiency, renewable energy and energy resilient targets, while utilities are helped meet the needs of their federal customers. Deb Vasquez is the Technical Director of the National Renewable Energy Laboratory for the Federal Energy Management Team Utility Energy Service Contract Team. It provides technical support, training and resource development for federal government energy projects that use the capabilities of the procurement industry and private funding to improve the infrastructure of federal government agencies. Managed by the U.S. Department of Energy`s (DOE) Federal Energy Management Program (FEMP), the utility program has been promoting cooperation between federal agencies and their distribution companies for more than 25 years. At the end of this workshop, participants can understand that this two-day UESC training course examines the strategies and methods used by experienced contractors and their technical teams, from project development to procurement to acceptance. Participants will work on exercises to develop a project using models and examples. The Department of Energy`s (DOE) Federal Energy Management Program (FEMP). Tracy also leads the Renewable Energy Procurement Program and oversees the acquisition of utility companies at DOE. Tracy was a Chairmanial Management Fellow in 2009 and was awarded the Fulbright Professional Scholarship in Climate Change and Clean Energy for Australia in 2013. Tracy`s career in the energy field began as an accountant for an investor-owned supply company. She earned a bachelor`s degree in economics from the University of Nevada, Las Vegas, and received her J.D. from the University of San Diego School of Law. Karen Thomas, Senior Program Leader, National Renewable Energy Laboratory (NREL) Bio read Karen Thomas is director of the National Renewable Energy Laboratory for the U.S. Department of Energy`s Federal Energy Management Program (FEMP) Utility Energy Services Contract (UESC) Team. It also provides technical assistance for energy efficiency and renewable energy projects for federal agencies and distribution companies (nationwide), to transform energy and dollar saving projects into federal institutions. She is the lead trainer for the FEMP UESC workshops and provides technical support to the federal procurement teams. Another aspect of their leadership is increasing the number of services provided by the UESC by creating strategic partnerships with major utilities and using private sector investments (approximately $200 million per year) in federal energy projects. The Federal Energy Management Program (FEMP) helps authorities improve facility operations, improve infrastructure and save taxpayers` money by providing training and partnership opportunities with their distribution companies that explore available contractual options, including CUEEs.
