Belovezhskaya Pushcha Agreement

“But at that moment, I was scared. I thought to myself, “Eighty-two per cent of our regional parliament is communist. If they do not ratify this agreement, I have made a mistake, and it will be the end of my political career! “This is the opening statement of our agreement, the only one that has been adopted without any argument. The USSR, as a geopolitical reality and subject of international law, ceased to exist. And I was the first to say I was going to sign up. Yet it seems that there was no prior agreement to deal a fatal blow to the USSR. The Belovetsha Agreements (Russian: Belarusian: “Ukrainian:” () are agreements that have virtually ceased to exist for the Union of Soviet Socialist Republics (USSR) and established the Commonwealth of Independent States (CIS) in its place as a unit of succession. It was signed on 8 December at the state dacha near Viskuli in Belovezhskaya Pushcha. 1991, by the leaders of three of the four republics that signed the treaty on the creation of the USSR – Russian President Boris Yeltsin and the first Deputy Prime Minister of the RSFSR/Russian Federation Gennadi Burbulis, Ukrainian President Leonid Kravchouk and Ukrainian Prime Minister Vitold Fokin, the Speaker of the Belarusian Parliament Stanislav Shulyevich and the Prime Minister of Belarus Vladi. The initial agreement could not be reached from 2013 (see below). “According to a popular myth, we designed our agreement while we were drunk,” says Shushkevich.

“That`s completely untrue! Of course, it was a typical Soviet arrangement, and alcohol was freely available throughout the residence – but no one touched it. The best thing we allow ourselves is that every time we adopt a new article, “a drop of alcohol.” The agreement would make Soviet President Mikhail Gorbachev irrelevant and give more power to Russian President Boris Yeltsin in Moscow. The preamble to the document states that “the USSR, the subject of international law and a geopolitical reality, no longer exists.” Article 1 of the agreement read: “The high contracting parties form the Commonwealth of Independent States (CIS).”
